From XIII century region were occupied by Kirghiz. In 1864 it has been annexed by Russia. After 1917 the region carried the name the Kara-Kirghiz autonomous region, in 1926 it has been reorganized in the Kirghiz Soviet Socialist Republic. On August, 31st, 1991 Kyrgyzstan has proclaimed independence, on December, 26th, 1991 became completely independent. The country is a member of the United Nations, IMF and the CIS. The Kirghiz Republic (Kirgizstan) according to the Constitution accepted on May, 5th, 1993, — the sovereign, unitary, democratic republic constructed on the basis of the legal, secular state. The referendum on February, 2nd, 2003 took place. The majority of voices of voters approves and signs by President A.Akaev the Law № 40 from February, 18th, 2003 «About new edition of the Constitution of the Kirghiz Republic». The president is the head of the state. He is selected for the period of five years. The parliament — Zhogorku Kenesh, is constantly operating representative body. Zhogorku Kenesh carries out legislature, and also does control functions. It is selected for five years. The executive authority in Kirgizstan is carried out by the Government, the ministries subordinated to it, the state committees, administrative departments, other enforcement authorities and local state administration A state system is: the head of the state is the President. The legislature is two-chamber parliament. |
